Regulating the Safe Design of Plant

An exploration of regulatory strategies to "enhance" safe design, that is action to eliminate or control risks to health and safety early in the life cycle of plant, machinery and other equipment.

Such action might involve persons who procure, design, manufacture, import, supply, install, erect or commission plant. Based on an analysis of the relevant requirements of existing Australian OHS law, and comparative requirements of European law on machinery safety, the article identifies some goals and ways forward for safe design regulation.
