OECD studies consistently indicate that failure to make an effective transition to permanent work or to full-time study is associated with long term risks
of marginalisation, helping to trap people in a cycle of unemployment, part-time work and government schemes. The National Youth Commitment is based on the idea of preventing such marginalisation through providing an entitlement for each young person to access a minimum level of education and training in the post-compulsory years.
